The mission of the Public Service Sector Education and Training Authority (PSETA) is to lead the development of a skilled and competent workforce in the public service sector. To achieve this, PSETA embeds skills development within wider efforts to build the state capabilities required to deliver on the National Development Plan.
PSETA’s scope of coverage includes the transversal functions in all national and provincial departments; all functions in departments that are exclusively the business of government; as well as the public entities and legislatures. PSETA fulfils its mandate through identifying the needs in a Sector Skills Plan; regulating and driving the delivery of learning programmes; and quality assurance of training carried out in the public service. Quality Assurance includes the development of qualifications and learning programmes; the accreditation of training providers such as the National School of Government and other State Academies to deliver these qualifications; verification of assessments; and certification of learners. In relation to Learning Programmes, PSETA is responsible for artisan development, learnerships, skills programmes, internships and other programmes as outlined in the National Skills Development Plan 2030.
